Pittsburgh’s municipal graft crisis was not merely a story about a few crooked envelopes. Investigations exposed a system in which council votes, bank relationships, depository business and political intermediaries could intersect around public decisions.

The evidentiary record matters more than folklore. Confessions, convictions, grand-jury testimony and official investigations belong in one category; rumor and later machine mythology belong in another. The chapter keeps those lines separate while showing that enough wrongdoing was proved to destroy public confidence in the old structure.

The scandal strengthened the case for structural reform. Reformers argued that a sprawling bicameral council created too many places for responsibility to disappear and too many votes for private interests to organize.

That reform would produce its own unintended consequences. The next chapter follows what happened after Pittsburgh removed most of the chairs and discovered that power can learn new rules faster than reformers expect.
