Pittsburgh repeatedly announced that corruption had finally been exposed. Grand juries convened, raids filled front pages, officials promised clean government, and reform candidates declared a new era. Then institutional memory faded.

Reform fails when it removes defendants but preserves opportunity. Opaque contracts, fragmented jurisdictions, cash businesses, patronage employment, weak witness protection, and discretionary enforcement can reproduce the same misconduct under new names.

Investigating grand juries were powerful because they assembled patterns and compelled testimony. They were controversial because secrecy, presentments, and publicity could damage people before a trial. Appellate cases show repeated disputes over their authority and procedure.

Newspapers created momentum but followed novelty. Once the indictment became routine, attention moved elsewhere. Agencies then had to fund auditors, inspectors, prosecutors, and record systems long after the cameras left.

Successful reform is less dramatic: standardized bidding, public disclosure, independent auditing, rotation of sensitive assignments, protected reporting channels, searchable records, and consequences that exceed the profit from misconduct.

Public memory is itself a control. When residents can compare a new scandal with an old pattern, officials lose the ability to describe every failure as unprecedented.
